2010/01/25: Exchange of personnel - 3rd Call

Exchange of personnel is a key instrument to promote networking and scientific and technological interactions between the ESONET partners. It should contribute to achieving the objectives of the ESONET Work Packages (WPs), and help disseminate the knowhow between ESONET-funded Demonstration Missions. In agreement with the objectives of a Network of Excellence, carrying out specific research projects should not be the main activity of the exchanged personnel during his/her stay in the host institution.
One exchange of personnel consists of a staff person from an home institute A visiting an host institute B and an other staff person of this host institute B visiting the home institute A. An exchange can be organized on a bilateral basis, between two institutes involving 1 person in each institute, and also on a triangular basis involving 3 institutes and 3 staff persons at total. Unilateral proposals can be applied (for a training/teaching experience for instance) but preference will be given to proposals for cross exchange: a member of each participating institute visiting the other
participating institute.
The home and host institutions must be an ESONET partners. Home institution and Place of Visit must be in different countries.
This exchange can take the form of short (< 1 months) stays at one of the participating institutes or SMEs, or of longer, up to one year appointments. A long stay can, however, be exchanged with a shorter visit
The Call is managed in WP 1 under the authority of the ESONET Steering Committee.
Employees and students at ESONET partner institutes and SMEs, including students who would have defended their PhD thesis within the 12 months preceding the call’s deadline.
For short stays, eligible costs include travel expenses and a per diem. For longer stays, eligible costs include one round trip to place of visit, and a monthly fee, meant either to complement the salary or stipend for regularly employed personnel (including students), or as a post-doctoral stipend for former PhD students. The level of this financial support will be negotiated in each case in view of its specificities.
Requests will be granted based on the following criteria : quality of the contribution to the objectives of one or several ESONET WPs, potential for joint research and technological integration between ESONET nodes and ESONET-funded Demonstration Missions, number of partners actively involved, and gender equilibrium.
Decision to fund a proposal will be made by the ESONET Steering Committee after advice from the Scientific Committee, the Test and Operation Committee, and theData Management Committee.
